Check to see if the paint is peeling or cracking. If it has already started to crack, you must scrape it off before you start with the new coat of paint.
Check to see whether your walls are drywall or wood. Wood should always be scraped before painting. Drywall is a little bit more forgiving, and can often be painted over.
